The Islamic Center of Frisco (ICF) follows a structured and transparent process for evaluating and establishing partnerships with external organizations. This framework ensures that every collaboration aligns with ICF’s mission, serves the needs of the community, and maintains high standards of accountability and mutual benefit.
The process involves multiple steps, from initial proposal submission and internal review to Shura approval and formal agreement drafting. Each partnership is monitored and assessed to ensure its success, with ongoing feedback to ensure alignment with the center’s goals and community needs.
ICF Partnership Framework: Evaluating & Establishing Collaborations with External Entities
Purpose
To provide a standardized, transparent, and Shura-guided process for evaluating, approving, and managing partnerships with external organizations offering programs or services at the Islamic Center of Frisco (ICF).
Step 1: Initial Proposal Submission
Responsibility: External Partner / Internal Sponsor
Submit a written proposal including:

Description of program/service

Partner organization background

Objectives and benefits to the ICF community

Target audience and expected outcomes

Requested resources or facilities

Proposed duration/frequency

Any cost or fee structure (to ICF or participants)
Step 2: Internal Review
Responsibility: Relevant Committee or Shura Liaison
Evaluate the proposal based on:

Alignment with ICF’s mission and values

Track record and credibility of the external partner

Community need and interest

Overlap or conflict with existing programs

Resource and space availability

Financial implications or liability concerns
Collect input from:

Admin team (space, logistics, scheduling)

Step 3: Shura Approval
Responsibility: Relevant Shura Committee or Full Shura (as needed)
Provide recommendation based on internal review.
For long-term or high-impact partnerships, full Shura review and vote may be required.

Promote the program as per marketing policy.
Assign a Program Liaison from ICF to monitor delivery and address issues.
Step 6: Monitoring & Feedback
